Most countries actually have a standard for this.

For example, in Australia the standard for office lighting is covered under AS 1680.2.2-1994 Interior lighting - Office and screen-based tasks.

I think the best type of lighting for offices is LED panels.

Very affordable and provides excellent illumination without glare.

I have seen lot of modern offices with smart lights. That way the office conserves a lot of energy whilst at the same time being able to control brightness etc at the tip of a switch.

Some offices use ceiling spotlights. That requires much better design to avoid pools of shadows and over bright illumination, but I think provides a much better aesthetic than LED panel lights.

A good office environment will also include desk lights for its staff, particularly when a lot of reading of paper documentation is involved.

A lot of office workers get eye strain and headaches due to inappropriate lighting - whether that be too bright, too dark, or too much glare.
