I want to change my ceiling lights and can work out how to do it pretty easily. Do I have to get an electrician?

Absolutely. In Australia a 240V light must be changed my electrician by law. Moreover if you don't use a qualified electrician, you are not covered by ant insurance (eg if the house burns down as a result of your faulty wiring).
