The days of looking at Watts are LONG OVER!
You should be looking purely at lumens.

First of all, Wattage is a meaningless measure because LED lights give out illumination as vastly less Wattage.
So look at lumens.
Secondly, there is no answer to your question. It all depends on:
- How big your garden is
- How many other lights there will be
- How high the light is
- Colour temperature (human eye is more sensitive to cool colour temperatures)
- Beam angle
